March 10, 2025

Meeting was called to order at 6:36pm

Board Members present – Anna Hernandez-French, Katelynn Graham, Dave Tyler, Garret Lebby, Frank Benson, Jason Steinbrecher

Board Members absent – Karen Gore, Barbara Dommert-Breckler

Community Members – Missie Hodson, Carl Hodson, Ed Neilson, Keith Burket, Tiphany Lopez-Steinbrecher

February monthly meeting minutes accepted.

Reports:

President – No report

1st Vice PresidentWater System

  • Everything going well
  • Generator not yet running – waiting on electrical inspector
  • Pen Light’s 5-year inspection for water tanks is due – $1,800 to clean out tank in line with state requirements
  • More projects lined up when weather warms up

2nd Vice PresidentMaintenance

  • Not much to report, things generally in good shape
  • Changed oil in generator
  • DT and JS to make list of to-do projects for volunteers
  • Playgroup equipment
  • Fencing
  • County workers will be on-site to do ditch cleaning and chip seal for asphalt

Secretary – No report

Treasurer – No report (absent)

Committee Reports:

Compliance

  • Developed standard letter format for consistency, quick and easy review
  • Several letters ready to go out
  • One property has tarps on the roof but didn’t see that violation listed specifically in bylaws or CC&Rs, so that one is still under review
  • One lot up for investigation for having lots of cars
  • More new sheds have popped up on 142nd St
  • Lot 75 issue resolved – thought someone was living in RV but that is not the case
  • Working on getting fee schedule from TM
  • What to do about repeat offenders who fix issues but then they pop right back up again
  • Topic for discussion in April

Architecture

  • Talked to lot with out-of-compliance shed twice – resident is a renter so getting in touch with property owner
  • Will check on a new-build lot

Events

  • Egg hunt upcoming – GL to make FB post
  • Community clean-up – need volunteers (AH volunteers), EN to get list of approved items from dump and repost for community
  • Fishing derby – Fish drop is done, no fishing signs up till the derby, KG to order trophies

New Business:

  • Property manager contract – couple of typos spotted
  • W9 hasn’t been sent it but expected after contract is signed

January monthly meeting minutes accepted with small edits.

Reports:

President – No report

1st Vice President (Water System + 2nd Vice President, Maintenance

  • Generator wiring is finished and now wired in
  • Water system is up and running
  • Pen Light wants to survey homeowners for type of piping used on each property
  • PVC, galvanized, black poly
  •  

Secretary – No report

Treasurer

  • One household is behind but has a plan to catch up
  • Several are still credited with two years’ or more dues in HOACS system ($1.6K-$2K over)
  • HOACS has a new accounting system which may contribute to this situation
  • This is an issue because as a not-for-profit, LOTW is in no position to pay our reimbursements for these types of overpayments
  • BDB to audit the four that are $1K or more over and, if the accounting is correct, will send them a letter to not pay till the account evens out

Committee Reports:

Compliance

  • Two outstanding issues have been resolved since the last meeting (lots 121 and 188-190)
  • Two have responded to the committee
  • Lot 82 needs to reach out to architecture committee to figure out where to move the shed that is too close to the property line and get plans approved
  • Lot 229 has chickens and is looking to sell and move out of the neighborhood to keep their chickens
  • Two letters are forthcoming – letters to one lot keep coming back as undeliverable, and the other has a tarp on the roof and needs to fix that situation within 60 days
  • When issues are resolved they should be formally recorded and filed with LOTW records as physical copies

Architecture – No updates

Events – No updates

New Business:

  • HOACS contract signed and submitted
  • No change from last year
  • Received tax info which has been sent to HOACS

Old Business

  • LOTW has hired/contracted with a property manager
  • Has his own tools and equipment
  • Contract to start March 1, 2025
  • Board will review and approve contract via email
  • HB 1501 – would allow community members to request information every 30 days and some aspects of complying would be legally challenging
  • Bill has been heard and is scheduled to be voted on in committee on 2/11

This is a letter to welcome you, and provide you information about our Community.  We are happy you have decided to join the community and encourage you to check our website for events, updates, special notes, and to find any documents you might need.

In case you did not get these documents from your Escrow Officer, we have enclosed copies of the Lake of the Woods Community Club’s governing documents, on our web site.
 They are;

  1. Certificate of Existence/Authorization of Lake of the Woods Community Club;
  2. Articles of Incorporation;
  3. Amended Bylaws
  4. Protective Covenants and Restrictions;
  5. Architectural Committee Declaration;
  6. Rules, Regulations and Fees for Water Distribution and Service and Community Property Maintenance; and
  7. Standards for Lake of the Woods’ Common Areas.

We are a covenant community and all community members are mandated to comply with the provisions of the governing documents.  Please read them carefully and keep them available for referral.  It is especially important that you read all the documents before beginning any remodeling of your property and/or adding any fences, patios, garages, sheds, etc.  Remodeling and/or additions to your property must be approved by the Architectural Committee prior to beginning.

For 2025 our Community Club has general and special assessments totaling $624 per year per lot, which equates to $52 a month from January to December. If you have any questions regarding the general annual assessment or the special assessments, please call any of our directors.

Our Community Club’s regular monthly meeting is at 6:30 p.m. on the second Monday of each month at Key Peninsula Civic Center – 17010 South Vaughn Rd NW, Vaughn, WA 98394.  We encourage you to attend so you are aware of what goes on in our community.  Our Annual Meeting and will be November 2nd from Noon until 2 pm.
