Board of Directors Meeting Minutes
July 14, 2025
Key Peninsula Civic Center Whitmore Room
Meeting was called to order at 6:34pm
Board Members present – Karen Gore, Anna Hernandez-French, Jason Steinbrecher, Frank Benson, Amie Schippa
Board Members absent –Barbara Dommert-Breckler, Dave Tyler, Katelynn Graham, Garret Lebby, Liz Hickman
Community Members – Mary Poulos, Missie Hodson, Carl Hodson, Ed Neilson, Tiphany Lopez-Steinbrecher
No quorum, so May and June minutes not able to be approved.
Reports:
President
- No report
1st Vice President – Water System
- Wells running hard this time of year – lots of plants getting watered
2nd Vice President – Maintenance
- Maintenance man contract canceled – not working out
- KG looking for a new maintenance person
- Mike who has done landscaping for LOTW could fill in but he wants a full contract which LOTW does not need
- Need someone who can do a lot more than Mike is able to do
Secretary
- No report
Treasurer
- Payment plans will be accepted automatically as long as they meet the Board’s preset conditions
Committee Reports:
Compliance
- Four new properties to receive initial letters
- Seven properties have 15 days to respond before fines are issued
- Seeking guidance on process change to alleviate timing issues between letters and fines – current process:
- Once a letter goes out the recipient has 30 days to respond, after which fines will issue following a Board vote
- Proposed process:
- Initial letters are sent w/o fines listed, thus not needing Board approval
- Board involved when there has been no response
- Letter recipients can come to the next board meeting to discuss their situation
- Proposed process approved
- HOACS will be notified to start fining as approved
- Fines are established in community bylaws
- $500 for RV issues, Air B&B violations, illegal duplexes
- $100 for all other issues
- More complaints received about lot 103
Events
- Pickleball & picnic coming up in August
- EN to clean out garbage can in preparation
New Business:
- Some playground equipment is worn down and needs to be looked at/replaced, particularly the wooden structure
- Board to look at playground equipment catalog
- Timing – company tends to have big sales at the end of the year
- Board has been frugal, time to move money around for better returns
- Community Operating account balances are large – KG wants to move $60K into a CD
- Water Operating account balances high as well – any unspent rolls over year-to-year
- Kitsap Credit Union offering 4% on 10-month CDs – two CDs already secured at this rate
- LOTW’s reserve accounts are funded over 100% – very good for the community and very rare to be in such a strong situation – won’t need to add to reserve in this year’s budget
- New reserve study has been updated and submitted to the state as required
- Should LOTW host community clean up days for volunteers?
- Teens going door-to-door looking for landscaping work
- Could we have prizes or a raffle as incentives?
- AS, AH, and MH to look into it
Old Business
- No update on water tank cleaning
- Budget suggestions due to BDB asap
- MH working on streamlining website
