Board of Directors Annual Meeting Minutes
November 3, 2024

Meeting was called to order at 1:31 pm

Board Members present – Karen Gore, Dave Tyler, Barbara Dommert-Breckler, Anna Hernandez French, Garret Lebby, Frank Benson, Kaitlyn Graham

Minutes from 2023 annual meeting not present to be approved

Board Member Introductions

President: Karen Gore 7 years on the Board

1st VP (Water): Dave Tyler 20+ years on the Board

2nd VP (Maintenance) Vacant

Treasurer: Barbara Dommert-Breckler 7 years on the Board

Secretary: Anna Hernandez French 4 years on the Board

Member Garret Lebby 7 years on the Board

Member Frank Benson 1 year on the Board

Member Kaitlyn Graham 1 year on the board

Board Member Elections

  • All board members up for election in 2024 have been re-elected
  • Keith Burke elected to architecture committee

Reports

President

  • Would be nice to see more community engagement, more participation in annual voting
  • Community member notes they know someone from another HOA and they have the same issue
  • Monthly meeting times moving to 6:30pm in 2025

1st Vice President (Water System + 2nd Vice President, Maintenance

  • General info
  • Dave and Ed have provided the community with $2.8M in free labor over the past 20 years
  • PenLight to take on management and testing of water after previous tester retired
  • Water for lake comes through Stansberry Lake and runoff from Rocky Creek
  • Ongoing work – overall everything going well
  • Lines replaced
  • Big stump removed
  • Installed paved slab for generator and installed generator
  • Transfer switch to be installed
  • Painted sheds
  • Purchased materials to build a cover for generator
  • Wells checked
  • Generator fence put back up
  • Drains cleaned
  • Brush trimmed and blackberries managed
  • Ditch that feeds into lake cleaned
  • Garden sprinklers winterized
  • Tractor maintenance done
  • New LOTWCC mailbox installed
  • Prepared space for new playgroup equipment
  • Work still to do
  • Need volunteers to dig holes for sign posts
  • Get woodchips for Pete Rix Park

  • General Updates
  • HOACS changing their system – Board members will need to set up accounts to access financials through a portal
  • Hopefully HOACS portal will collect email addresses for community
  • 2025 budget was cut as deep as possible to keep assessments low – next year will likely see a bigger increase
  • Added a new line in the budget for a property manager position to take on the work Dave and Ed have been doing
  • 3% inflation added to all budget lines
  • Delinquent payments are catching back up
  • Big expense has been postage for mailings
  • Community members can opt out of assessment booklets and do online payments
  • Community reserve is funded at 109% – this is rare for HOAs and shows the board has been managing finances well
  • LED street lights will save about $200/month

Events

  • Halloween decoration contest winners selected

Community Comments

  • Please add fixing graffiti to list of projects – could try anti-graffiti paint? Note that the finish is ugly
  • Appreciation to Dave and Ed for the Pea Patch
  • Appreciation for events

2025 Budget

  • Most recent financials not included alongside budget (only up to August) – bylaws specify they should be
  • Get them too late from HOACS for inclusion
  • This is not a new problem
  • Board can either continue forward with their approved budget for vote by the community or scrap it entirely, which would cost additional resources
  • Community members present vote to continue forward with proposed budget (10 yes, 1 no, 2 abstain)

Ballots

  • Board sent out ballots to the 324 lots and 38 were filled out and returned
  • Of those 38, 36 approved the 2025 budget
