Board of Directors Meeting Minutes
September 8, 2025

Meeting was called to order at 6:34pm

Board Members present – Karen Gore, Anna Hernandez-French, Jason Steinbrecher, Barbara Dommert-Breckler, Dave Tyler, Katelynn Graham, Garret Lebby, Frank Benson, Amie Schippa

Board Members absent – Liz Hickman

Community Members – Bill Poulos, Mary Poulos, Missie Hodson, Ed Neilson, Tiphany Lopez-Steinbrecher, Kurt Burket

Reports:

President

  • No report

1st Vice PresidentWater System

  • Everything running well
  • Working on framing and fencing for Pump House 2 
  • Generator transfer switch has shipped
  • Fixing fence around the Pea Patch
  • Volunteers have been very helpful

2nd Vice President – Maintenance

  • Pierce County weed control spotted ragweed at the lake but KG has pulled it out
  • Spot prepped for new monkey bars at Pete Ricks Park
  • 3 landscaping bids have been received, potentially a 4th incoming
  • $1,700/month for two visits a month
  • $750/visit
  • $350/visit
  • DT to confirm they are all bonded, licensed, and up-to-date, and may enter into a contract with whichever option he sees as best – MMSP
  • Lots of fruit free for the taking down at the garden

Secretary

  • No report

Treasurer

  • No report
  • July sheriffs’ invoice payments delayed but BDB has submitted July and August, and confirms that June was paid

Committee Reports:

Compliance

  • 2 outstanding issues resolved in the past month
  • Of 4 who received fine letters last month 2 are still non-compliant
  • MH to reach out to one that has reached out to other board members but not connected with her
  • MH question – lot 248 is a situation where the owner passed away and it’s being cleaned up, work mostly done – MH to close issue as it is being addressed
  • 3 issues are due for resolution in September
  • Person is living in foreclosed property on 132nd St – Board is aware and the case is open

Events

  • Halloween decorations contest scheduled for 10/30
  • GL to reach out to Dan Harmon who wants to judge this year
  • Change in prizes: $100 for 1st place, $75 for 2nd, place, $50 for 3rd place, and three prizes of $25 for three other decorated properties chosen at random

New Business:

  • New board member, Bill Poulos – MMSP
  • Surpluses
  • Thanks to years of Board frugality and volunteer work, Community Ops acct ($100,578) and Water Ops acct ($121,950) have too much surplus money sitting around – should be redirected to the benefit of the community
  • Kitsap Credit Union is offering 4.25% for 10 months for new CDs vs. interest rate of 0.25% at current bank.  Move $100,000 from Water Ops acct at Alliance Association bank (HOACS) to a CD at Kitsap CU – MMSP
  • $40,000 to be moved from the Community Operating Account to a new line item in the 2026 proposed budget for Durable Goods and used in 2026 to purchase new playground equipment – MMSP
  • $45,000 to be moved from the Community Operating Account to the 2026 proposed budget to lower assessments for 2026 to $562/property, saving community members $62 per property in 2026 compared to 2025 assessments – MMSP
  • Proposed 2026 Budget
  • Proposed 2026 budget with new $40,000 line item for Durable Goods and with $45,000 moved from the Community Operating Account to offset assessments adopted by the Board to be voted on by the community at the Annual Meeting in November – MMSP

Old Business

  • $40K budget for new playground equipment
  • Double Dutch piece chosen with input from community child in attendance – MMSP
  • Board still needs a new VP of Maintenance
  • Property that KG was thinking of having the Board purchase not yet officially in foreclosure, and per lawyer, no action possible until it is
