Board of Directors Meeting Minutes November 10, 2025

Location: Key Peninsula Civic Center Whitmore Room

Meeting was called to order at 6:31pm

Reports:

President

  • No report

1st Vice PresidentWater System + 2nd Vice President – Maintenance 

  • Power went out and shut down pumps for a couple of days
  • New transfer switch arrived but doesn’t work – DT to meet with factory on Weds to find out what is happening there
  • Pumphouses 2 and 4 have new timers
  • Winter line off 140th took hours to fix – difficult to find good, long-lasting parts
  • Need volunteers to dig up water boxes for testing
  • Cleaned out ditch at Pea Patch
  • Maintenance company contracted by DT/Community should clean up parks for winter, and should be contracted through the rest of the year
  • DT to put together a formal list of projects for the incoming 2nd VP
  • Reminder – Board and individuals must call 811 whenever doing any serious digging to avoid hitting anything

Committee Reports:

Compliance

  • Lot 223 resolved
  • Lot 103 to receive fine letter with fines adjusted back to $100 after no evidence found confirming suspected violation of people living in camper
  • Lot 105 is contacted other Board members but not Compliance committee – currently beyond their agreed extension, have a longstanding history of issues, MH to reach out once more and notify DT if there is still no response, and DT will follow up
  • Compliance Committee needs a copy of PCNRs in writing, including written description of process for changing them
  • WA governs PCNRs – KG to look it up

Events

  • Halloween winners posted to FB, GL to post on LOTW website as well
  • Christmas lights contest will be held 12/20

Old Business

  • Double Dutch playground equipment in the process of being ordered from AAA
  • HOACS to administer electronic voting as required by WA state law starting in 2026

New Business:

  • 2026 Budget
  • Mailer going out to community to announce 2026 assessment rates
  • LH volunteers to help stuff envelopes
  • Volunteers – AHF, MH, and AS working on a volunteer database to help with coordinating community members who want to pitch in. Met in October and had questions for the Board:
  • What legal considerations or requirements exist around volunteers who are under age 18?
  • Must be supervised, and those under 16 may need a signed waiver. Cannot use machinery, ladders, similar to restrictions in school settings. Community has insurance that covers volunteers of all ages.
  • MH to work with Chuck to get access to LOTW website
  • AHF, MH, and AS to build out database and present to the Board for feedback/vote

Meeting came to order at 6:35 PM

Review of April Minutes:  Minutes Approved

Reports:

Last month’s financials did not come in on time and will therefore be reviewed at the next meeting.

President:

No report

1st VP Water System

  1. The leak was fixed on lot ______ by Peninsula Light and Power and most of the water went into the green belt.
  2. The address needs to be updated with Cennex for the gas bill.
  3. Volunteers are needed to fix the fence and lean-to at pump house 2.
  4. The roof will need to also be cleaned at all the pump houses.

2nd VP Maintenance

  1. The new groundskeeper is doing great, and we have received his bill today.
  2. There is still no word on the installation of the LED Lights in Streetlights.
  3. We have not had any contact with this for the last 8 months.

Treasurer

  1. 14014 136th St Ct NW
  2. A payment plan has been requested to bring their accounts current.
  3. The proposed plan is $213 for the next 5 months.
  4. The equipment at Pete Rix Park is broken and will need to be replaced within the next year.
  5. We are getting closer to purchasing new equipment for the playground.
  6. The community has asked that a poll be taken to see what equipment to buy for the replacement at Pete Rix Park so that we can add it into next year’s budget.

Compliance Committee

  1. There are a large number of compliance issues that have been resolved.
  2. Only 2 letters need to be mailed as the associated account have passed their deadlines for reconciliation.
  3. Lot 171
  4. There are issues with the number of vehicles on the property and the account is past due. No forwarding address was given, and the certified mail was returned.
  5. Recommended to impose $100 fine for the single extra vehicle.
  6. Fine was approved.
  7. Lot 146
  8. Protective Covenant 5 & 6 violated
  9. There is an excess of construction materials and a partial shed that was built.
  10. Vehicles are not parked in the driveway.
  11. $100 Fine proposed for each violation amounting to $300 total a month.
  12. Fine was approved.
  13. The house that caught fire will be torn down but nothing can be done until all of the investigations have been completed and the approval and funding for demolition is solidified.

Events

  1. Community Cleanup
  2. 30 minutes prior to the start time of the cleanup ½ of the container was already full.
  3. 23 lots put in trash and the container was full by 1100 hrs.
  4. The idea was proposed to fund another cleanup late Spring to Early Summer, and the financials of this request will be investigated.
  5. Fish Drop was on the 2nd of May.
  6. The trophies will go to Garret.
  7. Pickleball and Picnic is August 9th, and this will need to be promoted.

New Business

  1. Liz Hickman asked to join the board.
  2. Request voted in and she will join the board at the next meeting.
  3. There was a discussion about the new fines and permitting requirements imposed by Pierce County regarding digging in the Right of Way
  4. An automatic $800 fine will be imposed if the asphalt is damaged in the right-of-way and a new permit needs to be submitted prior to any work that can be done in or near the right-of-way.
  5. Dave has already submitted the necessary permit requests prior to any work that was done to repair the water leaks.

Old News

  1. Ideas for things to add to next year’s budget will need to be submitted soon.

Community Questions

  1. Did the Community Bulletin/Information board that was discussed in prior meeting ever get installed?
  2. As far as we know it is not up yet but will be given to the property manager/Groundskeeper for installation.
  3. Pete Rix Park is overgrown on the shores of the lake, and the question was asked as to whether there is a plan to trim them back.
  4. Liz Hartman Suggested that she knows someone who could do this.
  5. This project may need to be delayed until the water recedes from the bank.
  6. The trees are not trimmed because they are helping to slow the progress on the erosion of the shoreline and will need to be investigated farther.
  7. Who Maintains the Lake of the Woods Pages?
  8. There still seems to be a disconnect in certain aspects of how information is shared with the community.
  9. Liz asked if there was a way to install a Power Pole on the part of her lot that was combined with her current lot as it used to be 2 lots.
  10. Asked if the lot could be split back into 2 separate lots to allow for this but this needs to be done with Pierce County
