Board of Directors Meeting Minutes
August 12, 2024

Meeting was called to order at 6:04pm
Board Members present – Garret Lebby, Anna Hernandez-French, Katelynn Graham, Jason Steinbrecher, and Karen Gore, Frank Benson, Barbara Dommert-Breckler
Board Members absent – Dave Tyler
Community Members – Tiphany Lopez-Steinbrecher, Sean Reich, Tanya Michaels, Amie Schippa, Ed Neilson
July Minutes accepted with change to reflect absence of Katelynn Graham.
Reports:
President
- No report
1st Vice President (Water System + 2nd Vice President, Maintenance)
- Community Question: are there still plans for the pile of sand at Pete Rix Park? – yes, that sand is for a sandbox.
Secretary
- No report
Treasurer
- No payment plans on-hand for vote
- Budget: waiting on an estimate for tree removals and looking into a few other details, but otherwise it’s coming along nicely
- No budget committee meetings needed
- Looking at 3% increase across the board
- Reserves look great, over 100% funded
- Elecrticity costs are a little high, Peninsula won’t put in more efficient LED bulbs on streetlights until the old bulbs die, so it’s slow progress to cheaper, more efficient lights
- 2024 legal fees higher than normal due to 9 lots being in foreclosure, plus legal work on bylaws
Committee Reports:
Compliance
- 2 very messy properties, found things like hidden trucks, trailer not owned by property owners
- According to bylaws, properties can have family’s vehicles on their property as long as it doesn’t total more than allowed per property by the bylaws, as long as vehicles can move
- Question about lots 74/75, as one has no house but does have a trailer, unsure how this pans out compliance-wise – KG to look into it
Events
- Pickleball tournament soon – repost, volunteers needed
- Garbage can by the grill cleaned out
- KG will buy food
- EN has paddles from last time that can be used
- Board needs a credit card
- Attempt to buy pre-paid postage/envelopes failed due to current debit card limit of $1,500/month
- Also, can only ship to address on the card, which is HOACS’s, not ours
- Credit cards carry risk, but with needed purchasing power sometimes in the thousands, the current card will not work
- Board could get a card from HOACS, or directly from Kitsap Credit Union, with whom the community has CDs
- BDB moves for Board to seek a credit card from either HOACS or Kitsap Credit Union with a $10K limit. MMSP
- 2025 budget additions/ideas – Property Management
- Property Management – Dave and Ed are retiring from volunteering to maintain the community free of charge
- Board could propose a line item of $15/month/property and present it to the community to vote at the annual meeting as part of the budget – presentation would focus on the risks of not including this expense
- Add property management line to proposed 2025 LOTWCC Budget – MMSP
- 2025 budget additions/ideas – Snow Plowing
- County owns roads and is slow to plow
- Can be dangerous for community members who have emergencies or are medically vulnerable
- One community member has a tractor and has volunteered its use
- Add plowing as a line item on proposed 2025 LOTWCC Budget – MMSP
Old Business
- Lots 216 and 217 – foreclosure postponed to 9/17
- Owe the community about $70K, and Key Bank, interested in buying the property, seem willing to pay after purchase, including all court-awarded costs – no guarantee it will work out that way, but it could
- Lot 116 is in foreclosure
